Miss the threshold and you get a notification plus recommendations. If the rate hasn't recovered by October 30, seller-fulfilled offers may be deactivated for Amazon Business customers. FBA and standard retail offers are unaffected.

What Changed: BHDR Moves From Informational to Enforced

BHDR has existed in Account Health since 2023 as an informational metric with no consequence attached. That means your historical baseline already exists. Pull it before Monday rather than after.

What changed is enforcement. The same rule takes effect September 30 in the UK and Germany alongside the US.

How Amazon Calculates Business Hour Delivery Rate

BHDR measures whether a shipment was delivered on the first attempt during the business customer's operating hours. That's narrower than on-time delivery.

A parcel can arrive before the promised date and still fail. Deliveries at midnight, before opening, on a Saturday, or on a holiday like Juneteenth all count against you even when the package was technically early.

Amazon Business doesn't let sellers block business customers, which is why this catches sellers who never targeted B2B.

Which Tools Guarantee BHDR Compliance

Amazon recommends UPS Ground, UPS Ground Saver, and FedEx Ground based on carrier performance. More importantly, it says shipments using Automated Handling Time, Shipping Settings Automation, and Amazon Buy Shipping in combination are guaranteed to meet the requirement.

Read that as three tools, not one. Buying a label through Amazon without the other two isn't the protected combination. Neither is shipping on time with your own carrier.

The cost is control. Automated Handling Time lets Amazon shape your delivery promise using your history and carrier data. Amazon's SKU-level handling time rules work reasonably for consistent products and create real risk for anything with variable prep time.

Why Sellers Say They Can't Control the Outcome

The announcement drew more than 200 replies, most arguing sellers can't control a driver's route after handoff. One seller reported an 83% rate despite using Amazon's recommended automation and UPS. That's anecdotal and doesn't prove all three tools were configured correctly, but the underlying complaint is legitimate.

If your report shows a first attempt outside recorded business hours, preserve the tracking events, purchased service, Amazon's promise, and the business-hour field for that order. Amazon hasn't published an appeal process for disputed BHDR records, so order-level evidence is what you'd have.

Don't delay shipments to avoid early attempts. A later handoff might dodge a weekend delivery and damage your other delivery metrics instead.

How to Calculate Your Amazon Business Revenue at Risk

The consequence is narrower than account suspension, but Amazon Business can represent 15% to 30% of a mature FBM catalog's contribution.

Export 60 to 90 days of orders and isolate Amazon Business sales by SKU. Calculate revenue and contribution for each, then check which carrier combinations are missing the target. A low BHDR on a catalog with almost no B2B demand is a different problem than 91% on products whose best customers are schools and offices.

Decide at SKU level. Keep reliable orders on FBM, move a B2B-heavy subset to FBA, change carriers for specific zones, or use the protected workflow only where margin supports it. Don't move an entire catalog over a metric affecting one customer segment.
