Temu, Shein, and AliExpress Sales Fell 35.5% in Germany

German sales across Temu, Shein, and AliExpress dropped 35.5% year over year in Q3 2026, according to data published October 9 by BEVH, the German E-Commerce and Distance Selling Trade Association. Combined sales fell to EUR 566 million, and the three platforms' share of German online retail dropped to 3.1% from 5.3% in Q2.

The timing points in one direction. On July 1, the EU removed the customs duty exemption for imported ecommerce consignments worth EUR 150 or less and introduced a temporary EUR 3 duty per tariff category.

This is the first full-quarter data from a major EU market since that change. It shows a strong relationship, not proof that the duty caused every euro of the decline.

Reading the German Numbers Carefully

BEVH's report combines all three platforms. There is no separate growth rate for Temu, Shein, or AliExpress, so we cannot say which lost the most.

The year-over-year comparison is still useful. Germany's overall online retail market grew 2.9% in the same quarter, down from roughly 5% in Q2. The three platforms underperformed a market that was still expanding.

The market share figure needs more caution. It compares Q3 against Q2 rather than the same period last year, so seasonal demand and promotions affect it. A fall from 5.3% to 3.1% is still large enough to take seriously.

Why the EUR 3 Charge Hits Harder Than It Sounds

The European Commission's guidance applies the temporary duty per item category, based on customs classification, within consignments of EUR 150 or less.

Five identical T-shirts produce one EUR 3 charge. A T-shirt and a watch produce EUR 6, because they fall into different classifications.

That structure specifically punishes baskets of unrelated cheap items. A fixed charge eats a larger share of margin on a EUR 5 accessory than a EUR 50 product, and it undermines the mixed-category discovery model that turns impulse browsing into larger carts.

BEVH says a separate EUR 2 handling fee arrives in November. Commission guidance describes that fee as applicable from November 2026 at the earliest, so verify implementation details for your specific member state and customs route.

This Updates the Early French Evidence

In August we covered early French app data showing the duty hit Temu roughly twice as hard as Shein. That was July data, compared platforms separately, and was an early snapshot.

The German figures add a full quarter, a year-over-year comparison, and a market share measure across a different national market and a broader group including AliExpress. Same direction, better evidence.

That does not mean these platforms keep shrinking. They can move inventory into EU warehouses, import in bulk, pressure suppliers to absorb cost, cut promotions, or shift mix toward higher-value items. Each response changes the competitive picture differently for independent sellers.

How to Model Your Own Exposure

If you ship directly to EU consumers, do not model the duty as a flat EUR 3 per order. Build sample baskets from real order data and group items by customs classification. Then calculate the charge as a percentage of revenue and of contribution margin.

Run three fulfillment cases: direct parcel shipping, bulk import into an EU warehouse, and marketplace-managed local inventory. Include inbound freight, duty, VAT administration, handling fees, storage, pick and pack, domestic delivery, returns, and cash tied up in local stock.

Local inventory reduces border friction per order and creates forecasting risk. A slow SKU parked in a European warehouse can cost more than the parcel duty you avoided. Start with stable products and conservative stock levels.

The competitive question matters as much as the cost one. If a Temu seller raises a EUR 9 price to EUR 12, your locally stocked EUR 15 product becomes easier to defend. Watch search results, coupons, delivery promises, and landed checkout prices at the SKU level rather than assuming every low-cost competitor is affected equally.

Next evidence to watch: platform-specific Q4 sales and the actual handling fee rollout. The German data justifies changing your model now. It does not mean Europe's Chinese marketplace competition has resolved itself.
